Gold Coast City Council (GCCC) own nine beach front tourist parks which cater for camper vans, tents, caravans, long term residents and fixed abode high spec holiday homes. As part of the GCCC tourist parks expansion, development and upgrade plans, was a proposal to built additional holiday homes.
Understanding this would have an effect on the services; the starting point for the council was to determine the existing services infrastructure capacity of the parks.
NDY was engaged to:
- Carry out assessments to confirm existing infrastructure layouts
- Carry out assessments to determine existing available capacities
- Report on the compliance of the existing services and provide recommendation on any upgrades required to meet Australian Standards
- Assess the councils planned site developments to determine and specify any infrastructure upgrades required to meet their needs.
The following services were assessed:
Sewer and Septic Systems
This assessment involved determining the capacity of each pipe/septic tank in the system, its existing usage, its proposed additional loading and upgrades required to meet this loading demand.
Domestic Cold Water and Gas
A flow and pressure assessment revealed upgrades needed and required rerouting of these service to meet planned developments. Valving and isolation compliance recommendations were also provided.
Stormwater

Fire Protection
The level of maintenance, valving and user ability of fire hose reels and hydrants was assessed as well as the extent of their reticulation system. This allowed compliance issues be flagged consequently rectified.
Electrical and Telecommunications
An assessment of the service providers local capacity was undertaken prior to determining the available on site capacity and required compliance upgrades. Following the assessments, GCCC were provided with a complete set of reports and drawings detailing the findings of each assessment. This allowed GCCC to confidently progress the planned developments understanding the restraints of their existing systems and the required upgrades. The assessment results also furnished GCCC with the details of the compliance upgrades required.
